1. General Provisions

These Terms regulate the rules of use of the certogov.org service operated by Certo Governance Institute. Use of the Service constitutes acceptance of these Terms.

2. Nature of the Service

The Service is a documentation portal of the Institute — an independent rating body acting for the benefit of governance quality in public institutions. Access to certain resources requires identity verification.

3. User Account

The user undertakes to provide true identity data, not to disclose access credentials to third parties, to promptly notify the Institute of unauthorized access, and to use the Service in accordance with applicable law.

4. Intellectual Property

All Service content is owned by the Institute. Copying, distributing, or commercially using content without written consent from the Institute is prohibited.

5. Principle of Human-Created Ratings

The Institute applies the Human-Created Rating Principle: all ratings are created and verified by analysts. AI tools may support analytical processes; however, the final rating decision always belongs to a human.

6. Disclaimer

Documents and ratings are informational in nature and do not constitute legal or financial advice. The Institute is not liable for decisions made based on them.

7. Prohibited Activities

• Unauthorized access to Service resources.
• Automated content retrieval (scraping) without the Institute's consent.
• Actions disrupting Service operation.
• Impersonation of the Institute or its employees.

8. Applicable Law

These Terms are governed by Polish law. Disputes are resolved by the court competent for the Institute's registered seat.
